Madonna was pushing the boundaries of s-xuality and gender and power at a deeply reactionary moment in American culture, which meant that it was bound to be evaluated better in the long run once the hysteria was over. ARTPOP, on the other hand... I was just about to say this. People said Madonna was over because a lot of people were uncomfortable with her expressing her s-xuality, not because she released an album that some didn't believe was as high standard as her previous work. But of course there's hope for Gaga regardless, we don't need to drag Madonna into it thought because so far they've had completely different careers.
