ARTPOP was #1 in countless other countries too. It's still not doing as well as her other albums, commercially. A #1 means nothings except that you have a decently sized core fan base who buys your album when it's released.

 

You're comparing a legendary pop star who's been in the business for over 7 years' sales to that of someone who's only been in the eyes of the public for ~3. They're are completely different artists, yet their sales for their albums were similar. How is that not an accomplishment for Lana? Considering the numerous #1 singles Gaga's had beforehand as well. The bias is strong with this one..
