Because a lot of the songs don't really fit in with the music that's popular on the radio, so there aren't really a lot of "sure fire" hits.

The radio doesn't have a select "sound" like it has in the past, which makes choosing singles much harder.

Because her music is 2020 and the normal 2014 human can't diggest it, so her innovative mind has to suffer living in this painfully selfie-swag world.

Because there's no obvious single material besides DWUW and Applause. There's no smash hit on the album.

Every album so far had a few tracks that stood out as smash hits and were extremely catchy and energetic. But this album doesn't..

The next single should obviously be GYPSLAY. :ARTPOP:

Gypsy is the only sure fire song, it should have been released after DWUW tbh for damage control

Because ARTPOP as a whole is not as mainstream as she expected it to be, and since 90% of the album is EDM, well ... She was one year late for this. In addition, the lyrics of the catchiest songs (MANiCURE, Sexxx Dreams, Donatella ...) make them not easy to send to radio, since she/her label wants to fix her image.
