I hope it's not Gaga because this actually sounds like a Daft Punk rip off.  but the dance legend part makes me think it could be Gaga since Billboard thinks of her as a Dance/Electronic artist more than a pure pop artist.

There will never be a true surprise release again. As long as people are hinting at it, even if they give no direct clues, it's not a surprise.

I don't at all think the billboard article is about her. However the media always referred to her as a dance floor queen and other like phrases, if it was about her to call her a dance legend would just be your typical lazy media exaggeration for hype.
