I'm pretty confident that chords in the opening of PI are

F#m, E, D, E6    (at least it sounds right to me on my piano) The Em, D, C, Em is on a guitar when you use a capo on the second fret but you arent really playing those chords you are just moving the shapes of those chords up 2 frets.

And this chord progression is extremely common its not like gaga came up with it. Both songs having the same chords is pretty irrelevant and happens ALL the time in music. You aren't going to come up with a good sounding original chord progression because they have all been done before by other people. The pitch of the chords doesnt really matter much either, if it was raised or lowered in pitch it would still sound like PI. Whats important is the progression 

Here is a good example of how songs reuse the same chord progression even while chaning pitches (they arent all in the same key) yet still sound very similar. Yet no one says they are copying each other because it is an ineviability in music to reuse them. There are even 2 gaga songs in here 1:36 and 4:19. Anyways, it is fun to think that everyone copies gaga though  

Edit: ok the songs in this video are actually all in the same key(pitch) but thats because they transposed them which kinda shows what I was talking about when I said the pitch is irrelevant because they all still sound pretty much the same as the non-transposed versions.
