It's a different situation. IAW is an upbeat fun pop song. It sounds like One Republic's normal music whereas HMH is a departure from Gaga's. IAW is featured in the movie in a very prominent, feel good scene. One Republic have also been promoting and performing the song all over TV.

Oh yeah, I understand that. It's just disappointing I guess that the official lead single for the movie's soundtrack has been outperformed by a second single that wasn't originally intended to be the hit. I also disagree that HMH is a departure for Gaga... it's very 'on brand' after Joanne and ASIB particularly but even before then Gaga was known to have big 'epic' ballads like Edge of Glory and You and I for example. 

Unfortunately, HMH 'flopped' because it didn't resonate with the GP. It was 'over-baked' imo. I also don't think the song was right for the film and or its audience. I don't even think more promotion would've helped either. A hit is a hit ultimately and nowadays its social media and user-generated content that determines what is or isn't one... not performances or artist-led promo.
