Honestly, Gaga and her team allowed that. They went from 200 promo spots/events in 2009-2012 to completely ignore Europe (apart from the UK) during the last two eras. Their fault.

Yea, I know. I shouldn't have singled out France but it's just Vivi's meltdowns + I remember this shady ass article something like "The Poker Face singer's last album is a  failure, only selling next to nothing compared to her previous efforts".
