She's obviously an icon mainly due to the immensely huge success she had in the first four years of her career. But it'd take a more prolonged time, preferably more than two decades or so, for one to be regarded as a legend in a particular field. Sustained longevity is the key, not rapid popularity.Iconicness doesn't come only from big success though. Lady Gaga isn't an icon because of her sales but because of the whole idea she represends and no she isn't a legend yet, she is too young.
