They can no longer enforce them like they used to (for non major characters) they changed it to appeal to celebs who don't want to be tied down because that's how they lost Liz Olsen and Chris Evans. It used to be 6 movies including small appearences (not inc Avengers titles) with the need to clear schedules for reshoots and promo when they called. Marvel isn't going anywhere because their movies are still profitable (even the panned ones) none of them have ever lost money they've only gained.
