She's popular in Latin America, she'd have similar pull as Madonna - especially during a anniversary year celebration like Madonna. Like she just finished off her biggest ever Latin Am tour in 2025.

Honestly yes if pop wasn’t so dry and at the same time so saturated that new pop stars can’t dominate, Tyla would have been the next Rihanna/Beyonce. 
just look at Fergie Nelly Furtado or Gwen they dropped their last hit album in 2006 and just in 2008 Gaga, Katy, Kesha and even the same Rihanna arrived with such a new pop sound that buried the mid 2000s pop and when they returned even as early as 2012 they missed a whole generation and couldn’t find the success they once had, but now pop is basically nostalgia acts known singers and tons and tons of new kids who come and go as trends

Hum I'm really not sure about that, I'm brazilian and I dont ever hear people talking about kylie, almost never heard her songs playing at a gay club here in my whole life. Madonna is a much bigger name, able to bring many curious people outside of her core audience, which is not necesseraly the case for Kylie
