Yep technically she's the very first artist to reach this number on her name alone.

As you said the few others who did better did so with the help of big National events celebrations so we'll never know if it's what made them be "higher" than Gaga or not.

Gaga set the bar incredibly high, and the most impressive, Madonna already set the bar insanely high last year, her 1.6M attendance is impressive and gaga beating that by almost 1M is a great honor.

Because males tend to have the highest achievements in the music industry, for the most part. Or a woman sets a record but a man swoops in and takes it later. Sad, but true. That's why, when it comes to touring records, there's a different Wikipedia section for female achievements because, as great as those achievements are, they pale in comparison to male touring acts. If there was no female section, those women would've been a footnote except for Taylor, Beyonce and maybe Pink. A female sections means they're on top. Even Gaga can't beat their totals so the qualifier of "female" makes her more likely to hold onto the record for longer, maybe even forever.
