It reminds me of that oddly put together instrumental that someone made, when GaGa sang "Born This Way" chorus at the VMAs. We didn't had the actual song at the time, so somebody put some piano and sampled those vocals, and extended it into a "full track". It wasn't horrible, but you could tell it was a rough fan remix, and not an actual song . 

This Rihanna song feels exactly like that, but much worse. And it had 3 writers .

I actually kinda enjoyed it  But I agree that this doesn't feel like a full song, more like a remix meant to tease the actual song. It's pretty obvious not a lot of effort was put into this.
