I see what you mean but I don’t agree, the last chorus is a beautiful climax, with all the synthesizers in the background 

i think it’s a less conventional Beyoncé song and that’s what I like about it. There’s this pc music touch in the instrumental, I love it! Could have been a nice XCX song on « Charli », and that’s why I was so surprised she put it on the album
