It's the black and gold dress all over again... Definitely has to do with lighting and the white balance setting of the camera, this is black with green and cream letters.

I'll try not to get too technical, but the camera did its balance on the artificial light in the back, so everything lit by natural light in the forefront appears more blue. That includes the hoodie, the stand, the white sleeve of the person waiting. Anyway, there's only one type of hoodie per city.
