I will give it to you that she couldve done Rock in Rio tho cause its a settled budget and theyd pay her fairly, besides the easy sold out.

Take a look at Coldplay's south american leg, 10 dates in Argentina, 8 dates+RIR in Brazil, 4 in chile. There are a bunch of artists coming this year. No, she would not have a hard time selling out one stadium date, or a leg if they wanted.

Coldplay have a wider acceptance within the public, so I don't think this is a fair argument. 
People here may think Gaga can reach that, and after ASIB she reached that same acceptance level, but like it or not, many people still remember her as her persona from 10 years ago, the one who wore meat and all that. And those are already a turn off for them. All the image we know her as today mostly known only within the USA and parts of Europe. Well, even then, still many here that still thinks Gaga is that person who wore meat here as well.

Even in her highest peak in pop music in 2012 she still had to do discounts such as buy 2 for 1 price or installments when she visited the continent with the tour to fill out those venues. I doubt it could do any better than that today. Especially with the ticket prices gets even higher now, that even her fans from US and Europe have issues about it. 
Like, for the sake of discussion, how many dozens actual fans, (not the rich people, local celebs, and influencers going for content), there who actually willing or able to shell out $600-$1000 for a ticket if a show happening there?
