True, that is correct, but the fanbases ARE THE PUBLIC too. GGD's definition of public is different than Billboard's definition of "public". GGD's definition of public is GP which doesn't include fanbases. Billboard's definition of public INCLUDES fanbases. Therefore, the fanbases have control and can decide the Hot100 chart. Billboard litterally has their BBMA the same way, with the "Top Social Artist", which is a Popularity Award.
