Because it clearly is! They removed 4000 of her sales and they increased radio value. All this after being late 2 days. What are you not understanding?

Many international fans were purchasing copies with vpns and amazon accounts. Im super super SUPER bummed but that probably was taken into account

it's not the first time billboard did that, usually it's when they caught artists (or rather their teams bc dua has nothing to do with this) cheating.

This should have been done for "Dynamite" or "Trollz." If they have issues with several versions of a song being sold, they should have cracked down a long time ago. 

Inflating radio and cracking down on sales the week Dua was expected to hit #1 is just shady. People would be going crazy on here if they inflated radio or cracked down on sales the week ROM was released.
