Could be many reasons from Gaga didn't think it needed to be removed as R Kelly isn't directly featured (remember it took years for his version to be removed even though accusations had been made about him since the 90s) to a contractual obligation to make it available on streaming services

Gaga removed the song out of principle. Not only because it was connected to R. Kelly but also because it explored themes she is not comfortable with anymore. She felt it was insensitive to sexual abuse survivors.

Sure, the Xtina version/solo brings a different meaning to it, but even just the title can be misconstrued easily.

Please read her statement again.

 

And as you said, it's still on Spotify anyway, so why can't we just leave it at that? Let's not force Gaga to deal with the song anymore since she's clearly put it behind her. If she decides to do something with it in the future, then let it be on her own volition.
