Because it’s a different genre with different vibe. And only the vocal sample was used in those commercials not the instrumental which was produced by Boys Noize, Tchami and Bloodpop.

Do you guys think the "Early Version" will contain the Bowie guitar sample heard in the Paper Magazine behind-the-scenes video? That adds a lot of interest and freshness to the heavily used synth sample

I hope not. The Early Version is different from the Paper Mag version. I really hope the Early Version is the one Hana played in her Haus Labs launch party set (and of course the one from the commercial).

Well remember Gaga saying “bobby, were using the song”, seems like they had different plans for the track

and bloodpop himself refers to it as the HL version 

and it’s more than the instrumental, little leaks here and there have different backing vocals and some extra ad-libs during the verses eg. “Body’s moving like a sculpture (uh huh!)..”. From my ears I sounds like the chorus is slightly different vocally as well, not just the missing choir singing

Protects their copyright, theres plenty of songs that probably didnt make it past the initial production stage that are still registered. Songs like Nothing On (probably intended for ARTPOP) and Temple are registered just in case she wants to use it for herself in the future or sell them to another artist, etc.
