This screams Taylor to me. She knows she has a huge audience and in her current era doesn't want to work under anyone else's control. She could pay for the show out of pocket and make it back on PPV. Also with the Lover festival, she wanted to take more control than ever before over her touring. So, this fits to me.

If it's a real project with a dedicated platform, so it demands a lot of money. Someone with a networth of 8kk like Dua wouldn't be involved. Gaga could be, she's very rich, also Taylor.
