I stumbled upon these two videos depicting Gagas single and album sales, and although they are only pure sales, not including streaming, it seams they are pretty accurate. 

It is declared that the information is based of from The International Federation of the Phonographic Industry (IFPI).

What do you think? Is Gaga undercertified? Or is it just how it should be?

She was lucky to have come out right during the iTunes era in music and right when iTunes sales counted on the charts. That made her sell more than if she debuted during streaming.

Yeah but at the same time, if she debuted in the pre-digital era, TF+TFM would probably have sold 30 million with BTW selling at least 12 million.

Not so sure, paradoxically there was more artistic freedom

ARTPOP would have collabs like Do What You Want would be featured Bobby Brown (Yikes) and Rain on Me would feature a young Britney Spears as her comeback 2000s hit.
