This vid is her standing there with spiders running over her body. It's NOWHERE near the level of Gaga, or even any pop girl in the industry right now. 

She's NOT the next Gaga.

Gaga is a maximalist. She's all about being extra, doing the most. She has an album title all in caps, screams in many songs, wears outlandish things.

Billie is a minimalist. She types in lowercases, mumbles on her songs, has a pastel / neutrals aesthetic. She always looks bored.
