The Fame Monster is not considered as a LP except by the fans, and Cheek To Cheek was a cover album. Believe it or not, but it's true "According to Recording Industry Association of America, an EP is defined as 3-5 songs OR under 30 minutes, whereas a single is allowed to contain up to 4 songs." - Wikipedia  The Fame Monster contains 8 songs and clocks in at 34 minutes.
