There is an impossible dilemma here - to pay decent royalties you have to charge bigger streaming fees which destroys the services as an attractive alternative to downloading, youtube, etc.

You can't expect streaming services to pay like iTunes... Streaming a song once shouldn't mean the song was bought so the price will obviously be much much lower.
