I think it means her music is rooted both in electronic music and in the classical and jazz music she grew up playing. 

I think the blueprint could indeed be a nod to Jay Z @Edonis 

To me she is basically introducing herstelf in these lines.

'I might look/act strange to you but you cant keep your eyes of me and I know what Im doing when it comes to both electronic and traditional music.'

I always thought "half psychotic, sick, hypnotic" was describing herself. And "got my blueprint" meant her plan to become famous.

Gaga was outspoken about wanting to change the blueprint of pop music back then, so I think she's talking about how people perceive her as "crazy" (Half-Psychotic), and how she's succeeding at it, people think she's cool and has the interest of the GP (Sick, Hypnotic). 

The "Got My Blueprint Electronic/Symphonic" line could elude to how she uses her classical training within the blueprint of her music and her electronic dance sound was her signature at the time.
