AOTY because at least there's some merit and recognition from the entire music industry that goes along with that. Getting #1 hits these days is useless considering the latest string of hits the past couple of years. Receiving an AOTY could still mean that Gaga could get 4 #1 hits and much more. 4 hits that are great this is.
