I presume that she's sending them to all the radio hosts she interviewed with during the PI release week?  Andy and Sandra Bernhard were talking about them this morning on Andy Cohen Live... heard it while I was driving to work. Andy said the card reads (paraphrasing) "I'm so grateful to you for supporting my music." Sandra was saying the flowers were a little basic and "Gaga could do better" (she wasn't really being too shady though, haha. I actually think this is smart! First of all, it's just courteous to say thanks to the radio folks for their support. But more importantly, it gets them to talk about her (positively) again on air! So it's like getting more bang for their buck, if you will. (Also, I'm sure it's not an accident that she sent them out over a week later... stretch the on-air promo into week 3 of the chart window!)
